Summarizing the arguments for and against the Jones Act, Hawaii Business Magazine’s Beverly Creamer calls attention to a 2011 report by the Lexington Institute’s Daniel Goure about the importance of the law in protecting reliable shipping. ““Were the Jones Act not in existence, the Department of Homeland Security would be confronted by the difficult and very costly task of monitoring, regulating and overseeing all foreign-controlled, foreign-crewed vessels in internal U.S. waters,” Goure wrote.
