The U.S. Postal Service should renounce any taxpayer funds for the purchase of electric vehicles and related infrastructure, estimated to cost $7 billion over the next decade. You have $23 billion or so in cash and are projected to be break-even by 2023.
If you need more funds, remember you are by law supposed to be self-funded. Your large retail customers, who through negotiated service agreements get big price breaks compared to the rest of us, should be assessed for the added costs.
